Call for abstracts

Abstract submission has now closed. Notification of the outcome of the review and acceptances will be sent to the contact person by Friday 13 December 2019.

The 2020 Energy Evaluation Europe conference committee is seeking abstracts on a wide range of energy policy and programme evaluation topics for the 2020 conference whose overall theme will be: Accelerating the energy transition for all: Evaluation’s role in effective policy making.

We are particularly interested in abstracts which share learning about :

  • What works in accelerating the energy transition and how evaluation has been used to support effective policy making.
  • Evaluating whether countries are on track to meet their energy efficiency, renewable energy, and climate goals.
  • Assessing progress towards meeting the UN Sustainable Development Goals.
  • How utilities, NGO, funding agencies, and private companies assess their achievements in meeting energy and climate change goals.
  • How to integrate evaluation to inform the development of policies to meet the new 2030 energy efficiency and renewable energy targets.
  • Evaluating progress in developing energy resilience and energy sufficiency.

We welcome contributions about recent evaluations of energy transition and climate change mitigation policies and programmes, and particularly papers with a high potential of experience sharing, either about the evaluation methods or about the evaluation findings and how they can be used.

Abstracts are invited for four presentation formats (see more details below):

  • oral presentation (peer-reviewed and with a final paper)
  • oral presentations (with an extended abstract),
  • posters,
  • panel discussions.

Important dates:

Abstract submission deadline: Monday 14 October 2019 09:00 Friday 25 October 2019 17:00 CET.
Notification of abstract acceptance: Friday 13 December 2019.

All presenters, panelists and moderators are required to register for the conference and pay the appropriate registration fee by Wednesday 11 March 2020.

Presentation types

Oral presentation (peer-reviewed and with a final paper)

Oral presentations will be grouped according to their topic and the presenter will be allocated 15-20 minutes to present their work to the audience and 5-10 minutes to answer questions. Presenters will be invited to submit a full paper (maximum 12 pages, plus references) and participate in the peer-review process below.

Final papers will be published in the conference proceedings.

Timeline for authors:

7 February 2020: First draft of your final paper to be submitted. At this time, we will provide you with the other papers in your session to review.

16 March 2020: Your draft with comments to action will be returned to you.

20 April 2020: If required, the second draft of your final paper is to be submitted.

4–11 May 2020: In conjunction with the session moderator, incorporate any final comments into your final paper. 

11 May 2020: Final paper to be submitted.

For all accepted oral abstracts, further details regarding the PowerPoint presentation will be communicated to the contact person as appropriate.

Oral presentation (with an extended abstract)

We will accept a limited number of oral presentations that are not accompanied by a full paper. Submissions from policy makers and energy companies will be given priority. Where presentations are not accompanied by a full paper, an extended abstract (from 1 to 2 pages) should be supplied for inclusion in the conference proceedings. The extended abstract should summarise the experience or evidence to be shared, analysis and references for the presentation.

Oral presentations will be grouped according to their conference theme and the presenter will be allocated 15-20 minutes to present their work to the audience and 5-10 minutes to answer questions.

For all accepted oral abstracts, further details regarding the PowerPoint presentation will be communicated to the contact person as appropriate.

Poster presentation 

Poster presentations are welcome and a time during the conference will be dedicated to a poster session.

An extended 2-page abstract should be supplied for inclusion in the conference proceedings. The extended abstract should summarise the evidence, analysis and references for the poster.

The extended abstract can also be replaced by a short paper (max. 6 pages + references). Short papers will be peer-reviewed, following the same timeline as for oral presentations with peer-reviewed papers. Posters should be visually appealing and include (where relevant), photographs, maps, graphs, etc. to complement the text. Posters will be displayed for the duration of the conference in an area of the conference venue. Poster format: A0 portrait size (841 mm wide x 1189 mm high).

Panel discussion (up to 90 minutes duration)

Abstracts for a panel discussion should provide a description of the discussion topic, the target audience and how the topic will add value to the evaluation community. During the abstract submission process you will need to provide the name and affiliation of the moderator and each panelist (a maximum of 4, but 3 preferred).

Panel discussions are intended to be interactive and engage the audience, rather than a series of presentations. It is recommended that panelists present for no longer than 5 minutes each. Proposals should explain how the audience will be engaged (you could consider the approaches set out at https://www.eventbrite.co.uk/blog/formats-to-refresh-your-conference-ds00/)

Panelists should be selected so that the discussion identifies different opinions on the topic, or represent different stakeholders (eg, evaluators, public authorities and private stakeholders involved in energy transition policies). They should be sufficiently knowledgeable about the topic and willing to engage in debate.

The moderator is responsible for developing the final panel questions or discussion topics with the panelists and preparing revised panel descriptions for conference publications. At the conference, the moderator poses the questions, keeps the session moving and orchestrates the Q&A portion of the session.

The moderator is responsible for drafting a summary record of the session which will be included in the conference proceedings.

The planning committee may suggest modifications to accepted panel proposals and will contact the moderator ahead of the conference.

Abstract evaluation categories

Abstract evaluation categories are used to group the abstracts for the review process and preparing the conference programme.

Abstracts are to be submitted under one of the following categories:

  1. Policy evaluation
  2. Portfolio or programme evaluation
  3. Impact evaluation (including bottom-up and top-down approaches)
  4. Process evaluation (including theory-based evaluation)
  5. Cost-effectiveness evaluations (including value-for-money and benefit-cost analysis)
  6. Non-energy benefits/multiple impacts
  7. Evaluation approaches for market transformation and market effects
  8. Participatory evaluation approaches
  9. Data collection, data issues, and indicators
  10. Methodological issues, uncertainties
  11. Best practices in evaluation communication and experience sharing
  12. Evaluation planning, design (including experimental design), or funding
  13. Innovative approaches to evaluation funding
  14. Out-of-the-box thinking

Abstract evaluation subjects

Abstract evaluation categories are used to group the abstracts for the review process and preparing the conference programme.

Abstracts should fall under one of the following subjects. No purely technical papers will be accepted—these subjects relate to evaluation matters regarding policies, programmes, strategies, and business concepts:

Abstract submission guidelines

  • Abstracts must be submitted via the online abstract submission site. 
  • Abstracts must be submitted in English only.
  • Abstract title to be no more than 20 words and entered in sentence case (only capitalise the first letter of the first word in the title – like you would in a sentence except proper nouns should also have a capital). 
  • Provide each authors’ name and affiliation including the city, state (when relevant) and country. 
  • Indicate who will be the presenting author or panelist. 
  • Abstract text must not exceed 350 words for oral and poster submissions.
  • Abstracts for a panel submission must not exceed 500 words.
  • The abstract title and author details are not included in the abstract text word count.
  • Text must be submitted as plain text without formatting. 
  • Tables, graphs, and charts are NOT permitted in abstracts. 
  • Please carefully check all text for spelling, grammar, etc. before submission.

Abstract review process

  • All submitted abstracts will be reviewed by at least three reviewers. 
  • In evaluating each abstract, reviewers will not be aware of authors or institutions involved with the work described in the abstract. 
  • Based upon the reviewers scores and comments, the program committee will then assign abstracts to either an oral presentation, panel discussion or poster presentation.

Notification of acceptances/regrets

Notification of the outcome of the review and acceptances will be sent to the contact person by Friday 13 December 2019. It is their responsibility to notify all other authors/panelists about the outcome of the reviewers’ decision.
