I've attended all the European conferences since the very first one in Paris in 2010, and i've enjoyed all of them. I've been actively involved in the IEPPEC then Energy Evaluation Europe activities since 2012. This is an experience i really recommend!

I chose to specialise in evaluation because it is a driver for multidisciplinary work and for experience sharing. Energy efficiency is a topic with many dimensions and already a long and rich history, both in theory and in practice. What i like with the Energy Evaluation Europe community is that we meet new people every time, we keep learning from each other, and we increasingly aim at building bridges with other fields and communities. I was a research engineer for about 10 years at Ecole des Mines de Nantes, where i also had my PhD, jointly with Mines ParisTech, about the evaluation of local energy efficiency programmes. Since 2017, i’m researcher and consultant at IEECP (Institute for a European Energy & Climate Policy).

Dr. Christine Wörlen is the founder of Arepo and an internationally renowned expert in the area of renewable energy policies and energy systems integration as well as economic impact of renewable energy deployment.

Her main area of expertise is the design and evaluation of projects and programs for sustainable energy policy as well as for the integration of renewable electricity.

International activities brought her to all regions of Europe and the world, including but not limited to China, India, South Africa, Egypt, Turkey, Russia, Vietnam, Eastern and Western Africa, USA, Canada, Mexico and many other places.

Stefan Thomas is the Director of the Division „Energy, Transport and Climate Policy“ at the Wuppertal Institute for Climate, Environment and Energy. His scientific work focuses on analysis, development and testing of energy efficiency policy instruments; ex-post evaluation of energy policies; and new energy efficiency business concepts for energy companies.

LISA GROVES

Lisa has over 15 years’ experience in energy efficiency, decarbonisation and evaluation. Lisa is Ricardo’s Head of Energy Programmes, overseeing a portfolio of 12 large-scale funding programmes and associated evaluations. Lisa is an expert in low carbon innovation funding and has recently worked with UK Government policy leads to design the competitions and governance structures for the £9m BEIS Red Diesel Replacement competition, the £175m BEIS Social Housing Decarbonisation Fund and the £30m BEIS Biomass Feedstocks Innovation Fund. Lisa is also the grant fund design expert for the newly formed UK Sustainable Aviation Fuels (SAF) Clearing House for DfT. Lisa has also led impact assessments and development of impact indicators at UK and EU level for decarbonisation funds, including Intelligent Energy Europe and Horizon 2020.

Evaluators and policy makers need to work together to grow the evidence base.

I have been working in the energy efficiency and climate change policy field for 10 years, both at the international level (within the International Energy Agency) and the national level (in the New Zealand government). We urgently need to progress the energy transition, and, as a social scientist, I believe that step-change solutions can be found by drawing on social science perspectives which enable us to understand the role of energy-users in the system, and the wider socio-technical context that energy systems operate within.

Unique social norms and values, practices and identities give rise to an infinite array of different “energy cultures”, and our energy culture has a profound effect on the way we use energy, the way we respond to energy policy and to messages about sustainability and climate change. Through adaptive listening and robust and inclusive evaluation we can start to decipher these cultural influences, to understand what works and what doesn’t and how to do the job better.

What’s more, energy policies are having multiple benefits/ impacts across societies and economies that are often missed from traditional, KwH-focused policy assessment. As a result, we are undervaluing the role that energy and climate projects have in bringing about wider changes in society and improving quality of living across the board.

Awareness of this missed opportunity is growing fast, and evaluators and policy makers need to work together to grow the evidence base and our methodologies for doing so in innovative ways. Increased collaboration and international knowledge sharing is critical to this, especially in smaller countries of the Asia Pacific region, like New Zealand, and networks like IEPPEC and EEAP are where the action happens.

Claudia Toro (PhD in Energy Engineering, 2011, BSc in Mechanical Engineering, 2007) is a researcher at the Energy Efficiency Unit Department of ENEA, the Italian National Agency for New Technologies, Energy and Sustainable Economic Development. She is in the working team coordinating the implementation of Article 8 of the European Energy Efficiency Directive at national level through dissemination activities, training courses and research studies (benchmarking and analysis of audit data). She is involved in national and international activities and projects aimed at improving and promoting energy efficiency policies and good practices in SMEs and micro-enterprises in order to raise awareness of energy efficiency and to disseminate a structured approach to the implementation of energy efficiency measures in enterprises. Claudia has been a member of the EEE Planning Committee since 2022.

Since 2001, I am a researcher at EDF-R&D. I am currently working in the field of energy efficiency and energy and climate policy evaluation dedicated to the residential sector. My main subject of study is EEOs (Energy Efficiency Obligation). My interest in evaluation stems from my curiosity about the effects of theory in the field.

Mihai Tomescu

Mihai Tomescu is working on energy and climate related aspects in the European Environment Agency (EEA). Formerly, he has been a civil servant with the European Commission, where he worked on diverse topics related to climate mitigation, energy and environmental protection. In his work at the EEA, he focuses on cross-cutting climate mitigation and energy matters, including greenhouse gas emissions, renewable energy and energy efficiency. Mihai is trained as an economist and holds an MSc in Environmental Management and Policy from Lund University.

Joel Franklin is Programme Manager for Programme Evaluation at the Sustainable Energy Authority of Ireland, where he established the Energy Policy & Programme Evaluation team and has led the development of SEAI’s first Evaluation Framework. Prior to joining SEAI, Joel was an Associate Professor in Transport Analysis at KTH Royal Institute of Technology in Stockholm, where he led research in travel behaviour analysis, transport modelling, and transport policy evaluation, including on congestion pricing, land use-transport interactions, and electric vehicle adoption. During his time at KTH, Joel was director of undergraduate and master studies in the built environment for three years, as well as head of the international EIT Urban Mobility Master School for nearly three years.

Dr. Michaela Valentová

Dr. Michaela Valentová is a researcher at the Czech Technical University in Prague. Her research focuses on energy efficiency and renewable energy policy and financing. She works as an external expert for the European Commission and is a visiting fellow of the International Sustainable Finance Centre. In her previous work, she led a number of projects on energy-using products, energy services, and Energy Performance Contracting.

I have over 25 years’ experience of designing and delivering evaluations of government policies and programmes in the energy, environment and low carbon fields. My clients include government departments in the UK and Australia and i have also undertaken projects in Vietnam, Indonesia and China. I’m chair of the board of the Energy Evaluation charity and works as an independent consultant.

I have specialised in the evaluation of climate, environmental and low carbon development policies and programmes since 1992. I have particular expertise in climate finance, energy efficiency, renewable energy and resource efficiency. I have worked with a wide variety of evaluation approaches, and i’m particularly interested in theory based evaluation and have strong experience in realist synthesis.

Energy efficiency efforts can significantly reduce energy needs across all sectors over the next 10 years, and use renewable sources and storage for the energy that is required. Robust evaluation will assure transition investments meet intended policy goals. during

I’ve been involved with the development and utilization of clean energy resources for 30 years, including conducting evaluation of a wide variety of efficiency, demand response, and renewable energy programs and policies. I seek to assist organizations in developing strategies, methods, and metrics for conducting consistent, high quality evaluation.

Evaluation is a key component of the investment lifecycle. Demand and supply side energy strategies both benefit from objective evaluation, and smart investors build it into the planning process. As more policy makers and investors recognize that more efficient use of energy can improve the lives of people while also creating economic value, evaluation of the multiple benefits of EE will become standard process.

Evaluation is an area where I can contribute and hopefully make a difference. I’ve been fortunate to combine an engineering education with management and cultural learning from colleagues around the world. Fostering strong evaluation practices can help others see the full value of a transition to efficient clean energy systems
