1. Background and Rationale

Energy is central to sustainable development, economic resilience, and climate action. Across the Asia-Pacific region, countries are working to expand access to reliable and affordable energy while accelerating the transition to cleaner, more efficient, and low-carbon energy systems. These efforts are taking place amid rising energy demand, climate risks, energy security concerns, financing constraints, and growing pressure to demonstrate credible progress toward net-zero emissions and sustainable development goals.

In this context, evaluation has an essential role to play. It helps policymakers, program managers, investors, researchers, and civil society understand what works, for whom, under what conditions, and at what cost. Evaluation can also support accountability, learning, adaptive management, and better investment decisions across energy efficiency, renewable energy, just transition, green finance, and climate action initiatives.

The 2026 Energy Evaluation Asia Pacific Conference will provide a platform for sharing evidence, methods, experiences, and practical lessons on how evaluation can support more effective, inclusive, and accountable energy transitions in the Asia-Pacific region and beyond.

2. The 2026 Conference

Energy Evaluation Asia Pacific (EEAP) is pleased to organize the 2026 EEAP Virtual Conference under the theme:

“Building an evidence-based path to net-zero energy transition and sustainable development.”

The conference will be held virtually on October 1, 2026, from 10:00 AM to 2:00 PM Bangkok Time. This half-day event will bring together evaluators, policymakers, researchers, energy professionals, development partners, private sector actors, and civil society organizations to discuss how evaluation can strengthen energy policies, programs, investments, and transitions.

3. Conference Objectives

The 2026 EEAP Conference has the following Objectives:

• Strengthen participants’ understanding of energy evaluation methods, frameworks, and good practices across policy, research, implementation, and investment contexts.
• Share lessons and evidence from energy evaluations across countries, sectors, and technologies in the Asia-Pacific region and beyond.
• Promote dialogue and collaboration among stakeholders working on clean energy, energy efficiency, climate accountability, and just energy transitions.
• Support evidence-informed action by translating evaluation insights into better policies, programs, investments, and implementation strategies.

• Assessing the distributional effects of energy policies and programs on low-income populations, women, ethnic groups, and remote communities.

• Case studies on inclusive energy access, affordability, equity, and community-level energy transitions.

• Evaluating Progress Toward Net Zero
• Monitoring and evaluating progress toward net-zero energy systems by 2050.
• Evaluating renewable energy and energy efficiency technologies, policies, and programs.
• Measuring progress in low-carbon transport, including electric vehicles and fuel cell vehicles.

• Innovative evaluation methodologies for complex and rapidly changing energy systems.
• Use of artificial intelligence, digital tools, and data analytics in evaluating energy policies and programs.

• Addressing data quality, attribution, contribution, and learning challenges in energy evaluation.

• Energy Security, Finance, and Resilience in a Changing World
• Evaluating the impacts of global and local crises, geopolitical tensions, and energy price volatility on energy transitions and energy security.
• Evaluating green finance and investment initiatives for sustainable energy transitions.
• Assessing the effectiveness, scalability, and sustainability of energy interventions under economic and environmental uncertainty.
• Other topics addressing evaluation challenges and opportunities in the changing energy landscape.

5. Call for Abstracts and Presentations

The EEAP Conference Organizing Committee invites abstracts for papers, presentations, case studies, methods sessions, and practice-oriented contributions aligned with the conference themes. Contributions may focus on completed evaluations, ongoing evaluations, planned evaluations, emerging methods, or practical lessons from implementation.

Abstracts should be no more than 300 words and should include:

• Presentation title
• Author name(s) and affiliation(s)
• Selected conference theme
• Brief summary of the evaluation, study, method, case example, or practical lesson
• Three to five keywords
• Name and email address of the presenting author

Abstracts should be submitted to asiapacific@energy-evaluation.org by 15 July 2026. Selected presenters will be notified after review by the Conference Organizing Committee. Presentations are expected to be concise and practice-oriented, with time for discussion and questions during the conference sessions.

It will be particularly relevant for policymakers, evaluators, researchers, energy program managers, development partners, private sector actors, civil society organizations, climate and energy professionals, and others working on sustainable energy and climate action in the Asia-Pacific region and beyond.

7. About Energy Evaluation Asia Pacific (EEAP)

Energy Evaluation Asia Pacific (EEAP) is a community that supports the evaluation of energy policies and programs in the Asia-Pacific region. EEAP welcomes policymakers, evaluators, academics, energy professionals, development partners, and other stakeholders interested in using evaluation to strengthen decision-making and improve the use of resources in the energy sector.

EEAP supports dialogue and learning around practical evaluation questions, including:

• Which energy policies, programs, and investments are effective?
• How can energy programs and policies be improved?
• Which actions are sustainable, scalable, inclusive, and energy-security enhancing?

EEAP brings together people involved in energy evaluation across the Asia-Pacific region through:

• Sharing Resources: knowledge and international best practices about Energy Evaluation, particularly the rich database of past papers generated by the communities in North America and Europe.
• Holding Webinars and other forms of knowledge sharing focusing on particular aspects of energy evaluation, and
• Holding international Events, particularly the EEAP conference held every two years in the Asia Pacific Region
